Port Arthur market overview
Motiva's Port Arthur refinery is the largest in North America, with total throughput of 730,000 barrels per day (Motiva). Valero and TotalEnergies also operate refineries in the city, and the ship channel links them to the Gulf.
Two LNG export projects drive much of the current industrial demand. Sempra's Port Arthur LNG Phase 1 (about $13 billion; trains expected in 2027 and 2028) took a final investment decision in 2023 and was expected to employ about 5,000 construction workers (Sempra); Phase 2 reached FID in 2025 (Sempra Infrastructure). Nearby at Sabine Pass, Golden Pass LNG shipped its first cargo in April 2026 (U.S. EIA).
That activity favours laydown yards, shop-and-office buildings, contractor offices and workforce lodging, especially near SH 73, US 69 and SH 82 toward Pleasure Island. Retail is concentrated along US 69 and the Jimmy Johnson Boulevard area, close to Nederland and Groves.
